The clean itself should ideally happen after all furniture and belongings are out of the property, since a full clean with items still in place inevitably misses spots behind and under furniture that inspectors will check once the property is empty.
If your final inspection is scheduled for the same day as your move-out, building in a buffer of at least a few hours between the clean finishing and the inspection starting gives time for anything to dry properly and for a final walkthrough to catch anything that needs a quick touch-up.
